Can The Government Take Your Property?: What Are EDMOs?
Empty Dwelling Management Orders (EDMOs) allow councils to take control of empty properties and put them back into use. Currently, the property needs to be empty for 2 years.
The local council then takes the property, repairs it, and rents it out. The rent is used to recoup the refurbishment costs. After up to 7 years, the property is returned to its original owner.

The government will be reducing the amount of time a property needs to be empty from 2 years to just 6 months. They will also remove the requirement for the house to be a local nuisance before a council is allowed to seize it.
Central government will now fund the refurbishments upfront, rather than expecting local councils to initially foot the bill.

Very few homes have been brought back into use by this law, and, in my view, the reforms won’t change that.
Councils have become inefficient bureaucracies, and don’t have the money to implement these policies. As it stands, there are many empty council houses which could be refurbished, but are not being.
Those who intentionally have empty properties as an investment will find ways around the rules. Only poorer individual owners will be negatively impacted.
